Mechanical and Electrical Product Pre-Shipment Inspection Agencies Granted Extended Powers

All record-filing, risk management and fiduciary management procedures relating to the pre-shipment inspection of imported used mechanical and electrical products will now be the responsibility of the relevant inspection agencies, according to a recent announcement from the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ). The move is in line with the State Council’s commitment to cutting back on administrative approval requirements or delegating the power of approval to more junior agencies.

In a related issue, draft implementation rules for the Administrative Measures for the Supervision and Inspection of Imported Used Mechanical and Electrical Products are currently being considered by the AQSIQ, with their formal publication expected shortly. A full list of all of the pre-shipment inspection agencies that have completed the required record-filing will also be published.
